Lost Your Job in Malaysia? Whether You Can Get a Loan, How EIS Works, and What to Do About Existing Repayments
Retrenchment arrives with two money problems at once: income stops, and the instalments do not. Most people searching “loan for unemployed” are really asking how to get through the next three months. This guide gives the honest answer on new borrowing, explains the SOCSO Employment Insurance System and retrenchment benefits you may already be entitled to, and sets out how to handle existing loans so that a few months without a job does not become years of damaged credit.
- A new personal loan with no income is not realistic from any regulated lender. Offers that say otherwise are the danger, not the solution.
- SOCSO EIS pays up to six months of job search allowance, starting at 80% of insured wage. Claim within 60 days.
- Call every lender before the first missed payment. An agreed rescheduling is flagged, but it is far less damaging than arrears.
- Check your retrenchment benefits against the statutory minimums before signing a release.

Can You Get a Personal Loan While Unemployed?
From a bank or a responsible licensed money lender, the answer is almost always no, and it is worth understanding why rather than applying anyway. Every regulated lender approves against verifiable monthly income and a Debt-Service Ratio. With no salary, there is no income to assess and no DSR to calculate. A job search allowance is temporary and designed to taper, so lenders do not treat it as income that can service a loan. Each declined application also leaves an enquiry on your CCRIS, which the next lender sees.
There are two genuine exceptions. If you still have another regular income, such as rent or a business, it can be assessed on its own. If your spouse earns and the lender offers joint applications, their income can carry the application, with both of you liable. If you have received notice of termination but are still being paid, disclose it in any application; a responsible lender will not approve against a salary that is about to end, and borrowing into unemployment is rarely wise. E-platform credit’s own floor is RM2,000 a month of verifiable, continuing income.
Search results and social media for this query are full of offers promising approval with no job and no documents. A regulated lender cannot make that offer, so whoever is making it is either unlicensed or collecting fees from people who will never receive a loan. Our guide to personal loan scams in Malaysia lists the warning signs, and none of them are subtle.
The First Week After Losing Your Job
What you do in the first seven days decides whether this is a difficult quarter or a damaged credit record. In order:
- 1Day 1 to 3
Get your paperwork and your numbers
Termination letter, final payslip, and confirmation of your last pay date. Then write down every monthly commitment: rent or housing loan, car, personal loan, cards, utilities, insurance. The gap between what is coming in and what is going out is the number everything else depends on.
- 2Day 1 to 7
Call every lender before the due date
Housing loan, car loan, personal loan, cards. Explain the retrenchment, give the date you expect income to resume, and ask what rescheduling or deferment is available. Get any arrangement in writing.
- 3Within 60 days
Register your SOCSO EIS claim
The deadline is 60 days from loss of employment, and the first month pays the most. Apply through the EIS portal with your termination letter and bank details. The benefit also includes job-search support and training allowances.
- 4Within the month
Claim what your employer owes
Retrenchment benefits under the 1980 Regulations or your contract, unpaid leave, notice pay, and any unpaid commission. Check the final payment against the statutory minimums before signing a release.
- 5Ongoing
Protect the essentials, in order
Housing, utilities, food, transport to interviews, medical. Then secured debts (housing and car), then unsecured. If the gap is structural rather than a few weeks, speak to AKPK about the unsecured debts before they go into arrears.
SOCSO EIS and Retrenchment Benefits
Employment Insurance System (EIS)
- Run by SOCSO (PERKESO) under the Employment Insurance System Act 2017. If you saw an EIS deduction on your payslip, you were contributing.
- Covers loss of employment through retrenchment, redundancy, closure, VSS or MSS, or constructive dismissal, for contributors under 60 with the minimum contribution history. Resignation, retirement, expiry of a fixed-term contract, and dismissal for misconduct do not qualify.
- Job Search Allowance: 80% of assumed monthly wage in month one, 50% in month two, 40% in months three and four, 30% in months five and six, up to the insured wage ceiling (RM6,000 since October 2024).
- Also available: training fees and allowance, early re-employment allowance if you find work before the six months end, a reduced income allowance if you lose one of several jobs, and career counselling.
- Claim within 60 days of losing your job. Later claims within six months may be accepted with good reason; do not count on it.
Retrenchment benefits from your employer
- For employees within the Employment Act 1955 termination-benefit provisions (broadly those earning RM4,000 a month or less, plus manual workers) with at least 12 months’ service, the Employment (Termination and Lay-Off Benefits) Regulations 1980 set minimums.
- Under 2 years: 10 days’ wages per year of service.
- 2 to under 5 years: 15 days’ wages per year.
- 5 years and above: 20 days’ wages per year.
- Higher earners rely on their contract, collective agreement, or the Code of Conduct for Industrial Harmony. Everyone should add notice pay, accrued leave, and unpaid commission. Dispute shortfalls through the Labour Department (JTK).
Rates, ceilings, and coverage are set by law and revised from time to time; confirm current figures with PERKESO and the Department of Labour before relying on them.
Protecting Your Existing Loans
CCRIS records conduct, not reasons. A missed instalment after retrenchment looks exactly like a missed instalment for any other reason. A rescheduling agreed with the lender before the arrears start is reported with a rescheduled or restructured tag instead. Lenders still read that tag as adverse for a year or two, but it is far less damaging than months of arrears, and it keeps the account out of recovery. Loans from licensed money lenders are not on CCRIS, but the same logic applies to the lender’s own records. These are the arrangements to ask for.
Rescheduling
The tenure is extended so the monthly instalment falls, or the arrears are spread over the remaining term.
Best for: A job search likely to take several months, where the current instalment is unaffordable but a smaller one is not.
Temporary reduced payment
A fixed period of smaller instalments, with the shortfall added back later or the tenure extended.
Best for: A gap you can reasonably predict, such as a confirmed start date two or three months away.
Deferment
A short pause on instalments, usually with interest continuing to accrue and the tenure extended.
Best for: A very short gap. Deferments are the hardest to get and the most expensive; ask for a reduced payment first.
Card balance conversion
Outstanding credit card balances converted to a fixed instalment plan at a lower rate than card interest.
Best for: Anyone carrying card balances. It stops the most expensive debt from compounding while income is down.
How to make the call. Have your termination letter and last pay date ready. Say what happened, when income is likely to resume, and what instalment you can realistically manage in the meantime. Ask for the arrangement in writing before you pay under it. If the loan is with us, our team would far rather agree a plan than watch an account slide into arrears.
If the unsecured debts together are more than a short gap can absorb, AKPK’s free Debt Management Programme restructures bank facilities into one affordable payment. Our guide on what happens when you cannot pay a personal loan covers the full sequence, and what a DMP means for future borrowing.
Which Income Counts If You Must Borrow
If a loan is unavoidable, the question is what a lender can actually assess. This is how the common sources during unemployment are treated.
Job Search Allowance (EIS)
Temporary and tapering over six months. Lenders do not treat it as servicing income.
Retrenchment lump sum
A one-off payment is savings, not income. It can cover instalments, but it does not qualify you for a new loan.
Spouse’s salary (joint application)
Where a lender offers joint applications, the earning spouse’s income is assessed. Both are liable for the loan.
Rental income banked monthly
Tenancy agreement plus statements showing the rent arriving. Treated like any other regular income.
Freelance or gig income
Averaged over several months and often discounted. Needs bank statements, not just invoices.
New job offer letter
Some lenders will assess against a signed offer with a start date; most want the first salary credit to appear.
Routes that do not depend on a salary
- Welfare and zakat: the Social Welfare Department (JKM) and your state zakat body or Baitulmal provide hardship assistance that is a grant, not a loan.
- Ar-Rahnu (Islamic pawn) at banks and cooperatives: a short-term advance against gold at regulated rates, with no income test because the gold is the security.
- ASB or unit trust financing: if you hold ASB units, some banks lend against them. Secured, so income is assessed differently, but the units are at risk.
- Family support documented as a loan: see our friendly loan agreement guide so a family loan does not become a family dispute.
For how lenders assess variable and non-salary income in detail, see our guides for self-employed and freelance borrowers and gig income, and the friendly loan agreement guide for borrowing from family properly.
What Makes It Worse
- Any fee, deposit, or "insurance" payment requested before money is disbursed
- Using a credit card cash advance to pay another loan’s instalment
- Borrowing from an unlicensed lender to "bridge" until the next job; the harassment starts before the job does
- Signing a termination release before checking the statutory minimum benefits
- Drawing on EPF Akaun Fleksibel before EIS, savings, and welfare routes have been used
Borrowing Again After the New Job
Once salary credits resume, you are assessed like any other applicant with a short tenure at the current employer. Banks typically want 3 to 6 months and often confirmation; licensed lenders weigh consistent salary credits more than the probation label. If you kept your CCRIS clean through the gap by rescheduling rather than defaulting, that is the whole story. If you did not, expect several months of on-time payments before applications succeed.

Frequently Asked Questions
Can I get a personal loan if I am unemployed in Malaysia?
From a bank or a responsible licensed money lender, almost never. Lenders approve against verifiable monthly income (E-platform credit's minimum is RM2,000 a month), and a job search allowance from SOCSO is temporary and tapering, so it is not treated as income you can service a loan from. The exceptions are people who still have another regular income: rental, a spouse's salary on a joint application, or a business. Anyone advertising loans for the unemployed with no income check is a warning sign, not an opportunity.
What is SOCSO EIS and how much does it pay?
The Employment Insurance System (Sistem Insurans Pekerjaan) is run by SOCSO (PERKESO) under the Employment Insurance System Act 2017. If you lose your job through no fault of your own, are under 60, and have met the minimum contribution history in the 24 months before losing it, the Job Search Allowance pays a percentage of your assumed monthly wage for up to six months: 80% in the first month, 50% in the second, 40% in the third and fourth, and 30% in the fifth and sixth, up to the insured wage ceiling (RM6,000 since October 2024). Register the claim within 60 days of losing your job; later claims within six months may be accepted with good reason, but do not rely on it. Resignation, retirement, expiry of a fixed-term contract, and dismissal for misconduct do not qualify; retrenchment, redundancy, closure, and VSS or MSS schemes do.
I just lost my job and cannot pay my loan next month. What should I do first?
Contact the lender before the due date, not after. Tell them you have been retrenched, when your last salary arrives, and when you expect to be working again. Ask specifically about rescheduling, a reduced instalment for a fixed period, or a short deferment. Lenders have far more options for a borrower who calls early than for one who misses two payments and goes quiet. Then register your EIS claim and claim any retrenchment benefits you are owed.
Will missed payments after retrenchment damage my CCRIS?
Yes, in the same way as any other missed payment. CCRIS does not record the reason. A payment that is late by a month shows as one month in arrears whether you were retrenched or simply forgot. An agreed rescheduling is reported as a rescheduled or restructured facility instead; lenders still treat that tag as adverse for a year or two, but far less so than unexplained arrears. Loans from licensed money lenders are not reported to CCRIS at all, though the lender's own records and CTOS may reflect them.
Am I entitled to retrenchment benefits?
If the termination-benefit provisions of the Employment Act 1955 apply to you (broadly, employees earning RM4,000 a month or less, plus manual workers and certain other categories) and you have worked at least 12 months, the Employment (Termination and Lay-Off Benefits) Regulations 1980 set minimum benefits: 10 days' wages per year of service for under 2 years, 15 days per year for 2 to 5 years, and 20 days per year for 5 years or more. Higher earners rely on their contract, collective agreement, or the Code of Conduct for Industrial Harmony. Check your termination letter against these figures before you sign anything.
Can I withdraw EPF because I lost my job?
There is no general unemployment withdrawal from EPF. What you can access is Akaun Fleksibel, which allows withdrawal at any time for any purpose, and the usual purpose-specific withdrawals from Akaun Sejahtera such as housing, education, and health. The age-based withdrawals from Akaun 55 and Akaun Emas apply only once you reach 55 or 60. Draw on Akaun Fleksibel only after EIS and savings, because it is your retirement money.
When can I apply for a loan again after finding a new job?
Most banks want 3 to 6 months with the new employer and some want you confirmed. Licensed money lenders tend to look at consistent salary credits rather than the probation label, so two or three payslips and matching bank statements can be enough for a smaller amount. If your CCRIS stayed clean during the gap, you will be assessed as a normal applicant; if it did not, expect to rebuild for several months first.
Borrow Responsibly — Things to Consider First
- A personal loan is a debt with interest. Understand the full APR, total repayment, and tenure before you commit — not just the monthly figure.
- Borrow only what you genuinely need. A larger loan or longer tenure means more total interest paid.
- Keep your total monthly commitments within a comfortable debt-service ratio so repayment does not strain essentials.
- Missed or late payments can lead to extra charges and affect your CCRIS/CTOS record and future borrowing.
